No legislation whatsoever has been passed. All that's happened is that a pair of knuckle-draggers in the Ohio House of Representative, Candice R. Keller and Ron Hood, with sign-offs from 19 other Representatives, introduced a rather stupid bill, HB 413, for the House's consideration. (It was referred to the Criminal Justice Committee.) There may never have been any attention for this thing to pass even one side of Ohio's bicameral legislature (99-member House, 33-member Senate), but just to please religious crazies for floating it at all.
I'm (slightly) reminded of the infamous 1897 crank attempt to pass through Indiana's (likewise bicameral) legislature a bill declaring by fiat the squaring of the circle (implying along the way several wrong values for π, such as 3.2), intending to charge royalties for this magnificent new mathematical truth, filling state coffers. The bill progressed in the House mostly because the legislatures were befuddled by the subject matter. Smelling a rat, the Speaker accepted a member's recommendation to refer it to the Committee on Swamplands for death from neglect. Unfortunately, it was rescued from there and passed the House -- but then was foiled in the Senate, which by then had been briefed by a professor from Purdue U., and was conscious of rising mockery from regional newspapers.
]]>Bill co-sponsor Keller aims to cross houses and upgrade her seat to that of the Senate 4th District, comprising most of rural Butler County, a Republican stronghold in the southwest of the state. Her main competition is fellow House member George Lang, who already has the Butler County GOP endorsement -- so Keller is trying to position herself to his right. HB 413 is, in fact, part of her larger current effort to signal frantically to the right. Other co-sponsor Ron Hood, by all accounts, has been doing likewise for similar reasons.

Their political advisor says this is introduced like this, so the legislator can brag to religious crazies back home, and will be referred to committee and never heard from again.

Distribution methods are available, the Haj, Christmas, New Year, Thanksgiving and other celebrations. Existing illnesses, even if they are only available in electrical recording or presumable various bio-war repositories (Russian) can thus repurposed ( the effects of previous innmunisation/infection waves having faded over more than 7 years). Thus smallpox. Spanish Lady Flu, Yersinia pestis/fleas could be released in targeted sequential way. Artificial combinations eg HIVSmalpox combination could then be released in a way that has "believable deniability" of their artificial nature. The wealthy countries having been re-immunised during previous rounds of infection would be saved preserving the worth of the Billions.

They need water, uncontaminated they can drink.
