  I have read that three times now, and still can't believe that it isn't a spoof, satirising him. It's not just the text, but the heading and signature. If he had won, he should rightly have ended up as being the first president to be removed on the grounds of (mental) incapacity between election and inauguration. Or have I lost my marbles, and am living in an imaginary world?...

My best guess, like that of many people, is that he dictated something awful and one of his assistants provided the grammatical and reasonable parts. DJT has had (and still has, to a lesser extent) trusted aides who are able to channel DJT feeling-speak into written material. I've seen no evidence that DJT himself is not functionally illiterate or close. (Dan Scavino and Nick Luna (former DJT "body man") still work for DJT, and probably there are a few others.)   T think the best one was when they promised to show their evidence of voter fraud "with plenty of perjury". And because Trump's strategy team is taking its cues from old Three Stooges shorts, naturally voter fraud conspiracist Lin Wood is being investigated for voting illegally himself, as he may have voted in the state of Georgia despite being a legal resident of South Carolina. For normal people this would be a trivial residency filing glitch; on one of the noisiest voter fraud proponents it's embarrassing....
