An agreement that he won't waste public money on an illegal action I think. Regardless, we're still waiting for you to show, based on UK law rather than pretty pictures in a newspaper, why you believe that Scotland does not have the right to conduct an independence referendum every other Thursday if the people of Scotland choose to do so....

I imagine the question (and Cameron's piece of paper) is less about Scotland's right to hold a referendum and more about Westminster regarding the result as any more binding than a local radio phone-in poll.......

AIUI the Scottish government can legislate on anything (the Welsh Assembly certainly has this power) if it concerns a reserved power then the legislation does not take effect until and unless the power is devolved. Specifically the smoking ban in Wales was legislated before the power was devolved and came into effect immediately on the power being devolved. The current Scottish parliament is not the legal successor of the pre 1707 Scottish parliament Westminster is, the current Scottish Parliament is legally speaking a local government body.
